Template for Closure Reports

The regulators of Atlantic PIRI have worked together to develop a common template for site owners, responsible parties and site professionals to use when submitting site closure reports. The Template for Closure Reports outlines the minimum information required to be included in closure reports for petroleum impacted sites when submitted to Atlantic Canada regulators.

The Template provides a consistent basis for closure report preparation in support of regulatory closure for impacted sites in Atlantic Canada and was primarily designed for petroleum hydrocarbons using tiers 1, 2 or 3. However, it can also serve as a guide for other contaminants..

The Template for Closure Reports includes the following sections:

  • Executive Summary
  1. Introduction
    • Management Process
    • Regulatory Framework
    • Property Information
  2. List of Environmental Reports
    • Sites Maps
    • Laboratory Analytical Program
    • Summary Of Environmental Results – Source And Third Party Properties
  3. Tier I-III Referenced Environmental Criteria
    • Site Characteristics
    • Exposure Pathway Assessment
    • Referenced Environmental Criteria
  4. Corrective Actions
  5. Third Party Property Notification
  6. Record Of Site Condition/Certificate Of Compliance
  7. Conclusions And Closure Criteria
  8. Limitations
  9. References
  • Site Closure Report Submission Form

Atlantic regulators recommended that all site professionals use the Template for preparation of site closure reports as of 1 May 2009. Comments and suggestions to improve the Template are welcome and can be forwarded to the regulatory representatives of Atlantic PIRI.

Implementation of the Template will be phased in throughout this year. The Template will be included in the next version of the User Guidance.
