Contaminated Sites Cleanup Criteria

Summary

This policy presents a consistent and equitable approach to criteria based contaminated site remediation. It is currently under review and will be replaced in 2001.

When remediating a contaminated site, two basic approaches are considered acceptable to the Department: a criteria or numerical based approach and a comprehensive, site specific risk based approach. In cases where a risk based approach is proposed, the specific methodology to be used (e.g., RBCA - Risk Based Corrective Action) shall be approved by the Department.

For the criteria based approach, subsequent sections of this policy set maximum allowable contaminant concentrations in soil and water for the restoration of affected areas. The maximum allowable contaminant concentrations are based on the environmental sensitivity of the site.

The policy outlines: Site Sensitivity Determination, Procedures, Soil and Water Policies, Information requirements for a Certificate of Compliance, CCME - Recommended Canadian Soil Quality Guidelines and Freshwater Aquatic Life Criteria.
