The New Brunswick Brownfield Development Working Group (Working Group) was established in response to a report from the National Round Table on the Environment and the Economy (NRTEE) entitled "Cleaning up the Past, Building the Future: A National Brownfield Redevelopment Strategy for Canada" (to download this report, see below).

This initiative is lead by the New Brunswick Department of the Environment (NBEnv), which both chairs and participates in the work of the committee. All members of the Working Group share a common interest in facilitating the remediation and redevelopment of New Brunswick's brownfield properties.

working Group members include the Canadian Bankers Association, the Canadian Petroleum Products Institute, the Canadian Bar Association, the Canada Mortgage and Housing Corporation, the Cities of New Brunswick Association, Irving Oil Ltd., and J. D. Irving Ltd. The provincial departments of Business New Brunswick and Finance are also represented.

Le rapport final

The Working Group has analyzed the key impediments to brownfield remediation and redevelopment in New Brunswick, and formulated recommendations for how those impediments might best be addressed.

The Final Report has been released to the public (download below) and the Department of Environment is now preparing an implementation plan to outline how the Working Group's recommendations will be brought forward for consideration by Government.

The Final Report makes a total of 24 recommendations in four broad areas:

  • I. Regulatory Challenges
  • II. Civil Liability Challenges
  • III. Expense Challenges
  • IV. Government Challenges

The options and recommendations are a unique mix of the most successful approaches currently in place across North America, adapted specifically for New Brunswick. By seizing this opportunity, the Working Group recognizes New Brunswick as potentially moving to the forefront on this issue in North America.
