Résumé

Risk-based remedial action using the Atlantic RBCA risk assessment model has been in use in Atlantic Canada since early 1999 with increasing acceptance by all stakeholders. Version 1 of the Atlantic RBCA model was based on the ASTM Standard E 1739-95, Standard Guide for risk-Based Corrective Action Applied at Petroleum Release Sites. The first "RBCA Tool Kit for Atlantic Canada" and Reference Documentation, including the Tier I Lookup Table, were released in 1999.

In November 2000, the Canadian Council of Ministers of the Environment (CCME) completed their report on Canada-Wide Standards (CWS) for Petroleum Hydrocarbons (PHC) in Soil. All Atlantic Provinces had signed Harmonization Agreements respecting environmental standards with CCME member governments and are bound to ensure an equivalent level of environmental protection with federal standards.

Both the CCME Committee that developed the CWS for PHC in Soil and the Atlantic PIRI Committee conducted comparisons of the CWS-PHC and Atlantic RBCA for equivalency. The Atlantic PIRI Committee identified the issues requiring modification in the Atlantic RBCA software tool to achieve equivalency and commissioned Groundwater Services Inc. (GSI) to prepare an updated and harmonized version of the Atlantic RBCA model.The updated software model, RBCA Tool Kit for Atlantic Canada (version 2) is based on the ASTM Standard E2081-00, Standard Guide for Risk-Based Corrective Action.

The Atlantic RBCA (Risk-Based Corrective Action) Version 2.0 User Guidance documentation, released in September 2003, includes an updated Tier I Risk-Based Screening Level (RBSL) Table and the new Tier II Pathway - Specific Screening Level (PSSL) Table.

In 2006, an Atlantic PIRI task group completed the Guidance on Soil Vapour and Indoor Air Monitoring Assessments. This Guidance details how soil vapour and indoor air data can be incorporated into the Atlantic RBCA risk assessment process. As a result, the documentation for Atlantic RBCA v.2 has been updated to include this guidance, which forms Appendix 9 to the documentation. The updated User Guidance can be downloaded below, either as the full document, or the text and appendices separately.

Continuous improvement and a firm foundation in good scientific knowledge have been basic principles of the Atlantic PIRI Committee since formation in 1997. The updates and improvements made in Version 2 incorporate scientific issues raised by the CWS PHC November 2000 report and the changes made are based in sound scientific principles and accepted risk-based approaches used throughout North America. Atlantic RBCA Version 2 continues to be based on the carbon fractionation data published by the US TPH Criteria Working Group.

Each of the four Atlantic Provinces have individual management processes, based on legislation and policy, that must be followed. All have developed individual documents explaining their procedure for management of petroleum impacted sites, which can be found in the Implementation section of this web site.
